Do you think I am a bad parent for making my 4 year old pee himself ?

We were in the car on a road trip and he was bursting apparently but we JUST stopped at carl jrs and I said this is the last time we will stop until we get there in 2 hours and he said that he didn't have to use the bathroom so I said ok that was 5 minutes before he said he couldn't hold it and he peed himself within 20 minutes and cryed so now we are trying to have a fun vacation and my 10 year old is waiting to go to the pool but my son won't put on his swimsuit I tried but he won't get out of his wet cloths so now were waiting for him to just corroperate so was it mean to not let him pee because he was hitting me and being a baby I mean what kind of person can't wait so was it bad to do should I bye him candy please help how do I get him in his swimming suit
